The second stagewould focus on determining the necessary properties for the design. The work in the second stage could be minor or extensive, depending on the nature of the design and the soils at the site.

A conceptual curve can be plotted to show how the total cost of a structure can be influenced by the cost of the investigation of the soils. At some stage, the maximum amount of information could be gained to minimize the cost of the structure. Most subsurface investigations do not allow for the optimum approach due to either time or cost constraints.
